Shelton Haynes is the President and Chief Executive Officer of Roosevelt Island Operating Corporation (RIOC) and the President of Roosevelt Island. Shelton is in charge of implementing the strategic goals of the corporation, which are to develop and operate the Historic District of Roosevelt Island, provide community programming and enhance the Island’s residential and retail businesses. Additionally, Shelton is responsible for negotiating leases for the operation of retail stores and restaurants, and other services on the Island.
Shelton attended Hampton University and received a Bachelor of Arts degree in Sociology.
With the population of Roosevelt Island steadily increasing, RIOC wanted to expand its portfolio of community offerings to include a Youth Center. The Youth Center will provide various activities and programming for children, teens, and adults.
Roosevelt Island Youth Center has obtained a School Age Child Care(SACC) license. This gives it the right to enter into development and construction agreements, and now it’s eligible to apply for grants through the NYC Department of Youth and Community Development. The grants will help the youth to improve their social and cognitive development through educational, cultural, and social activities and programs. Shelton Haynes says that they will be able to meet the long-term needs of the youth because once the Center is open and fully operating, there will be year-round programming.
Roosevelt Island is a small island with a population of around 11500. As the Island grows, RIOC will be able to offer more classes and services to the community. The two goals that Shelton Haynes has set for himself are to enhance the retail industry and expand the Island’s healthcare facilities. To achieve this, he is focusing on attracting big-name stores and businesses and boosting Roosevelt Island’s economy by providing residents with employment opportunities.

RIOC has created a new era on Roosevelt Island with its ambitious development plan. RIOC is an unincorporated not-for-profit corporation established in 1983 by the New York state to plan, design and develop Roosevelt Island. From the beginning, RIOC identified the development of retail and residential spaces in the Historic District as its key focus. The organization is tasked to provide community programming and enhance the Island’s retail businesses.
Roosevelt Island Operating Corporation is designated as the official leasing agent for all retail and office space on Roosevelt Island. RIOC has also developed a plan for expanding retail development on the Island. Shelton Haynes’s goal is to create a dense urban environment where small shops, large chain stores, and restaurants will thrive.
